The City of Henderson is divided into two river basins, the Tar-Pamlico River and the Roanoke River basins. In an effort to improve the water quality in both basins, the City of Henderson has implemented certain design requirements for new development and redevelopment sites to address both water quality and quantity for post-development stormwater runoff.
The City’s stormwater standards were adopted as a result of the Tar-Pamlico Nutrient Sensitive Waters and Phase II Community Rules. Currently, all stormwater runoff within the Roanoke River Basin does not have any water quantity requirements. In the near future, all runoff within the Roanoake River basin shall have similar requirements to the current Tar-Pamlico River basin regulations for stormwater runoff, minus the requirements for nutrient offsets.
The overall water quantity standards for the City shall meet the current Tar-Pamlico Nutrient Sensitive Water and Phase II Community rules, which requires the maintenance to the predevelopment runoff rates for the 1-year, 24 hour storm. The quantity controls will be achieved through the use of Best Management Practices (BMPs), such as wet ponds, engineered swales, constructed wetlands, bioretention cells, etc.
The City of Henderson requires the use and shall meet the standards set by the NCDENR Stormwater BMP Design Manual, latest revision. This manual outlines the design requirements and guidance on the development of BMPs.
